I'd guess oil pressure in bar, the 'danger' area is on the low side. Idle oil pressure is usually between 20-40 psi (about 1.5 to ~ 2.5 bar) so that covers the gauge.
It can be a gauge for anything if the input is electrical...especially if the units are not legible.
Connect it to the tank sender and you have a fuel tank gauge. Now calibrating the sender is a different matter.
It looks nice. If it is bi-metal you can provide it some current through a variable resistor and see how it moves.
