In that time period, rather than bar, its likely kp/cm² which could be what is written on the bottom.
At least thats the case for VDO instruments..
 
It can be a gauge for anything if the input is electrical...especially if the units are not legible.
Connect it to the tank sender and you have a fuel tank gauge. Now calibrating the sender is a different matter.
It looks nice. If it is bi-metal you can provide it some current through a variable resistor and see how it moves.
