coolant level question

i have a 73 csa and was curious what the proper coolant level in the expansion tank should be when the car is cold since I do not see a level mark anywhere on mine and feel it is too low. The car has been sitting a lot over the horrible NY winter and there might be a leak somewhere. thanks in advance.
