Could it be, @D Calkins , that your car had it's fenders replaced?
I'm saying it, as my car is chopped to pieces now, and your pics made me realize that i have to take care when welding them back in place.
Your interference looks to be just 1 or 2 mm (1/10th of an inch).
And from your pics i understand that the foot of the brace interferes with the extensions of the firewall division that support the rubber strip over to the sides. Those metal parts need to be removed, or partially removed and bent upwards to allow new tops of inner fenders to be welded in.
Perhaps they were ever so slightly misaligned when fixed back in place? They don't really have a natural slot to fit into, they just "land where they float"

i have one of the ones made by Andi (i think) - its a little different looking.
Being as old as it is anything is possible
I have the one from Daddywad and it fitted right up.
