i guess you could super glue the black rings in but it only takes a couple of solder tabs to lock the rings in and keep from launching the rings out of the holes. i would hate to have to take everything apart to go back and fix it later
The paper rings aren’t really needed, they fall apart when removing instruments.
I wonder what the paper rings were for?

To reattach the bezels, I used little spots of 5 minute epoxy

seems to me that the paper rings were there to keep the gauges from rattling over time.
Could be, I can't think of anything else, but why would they be so thin? No resilience
But they did put some effort into anti-rattle, it seems like there is thin foam between everything
