impact glue, that one that needs to be applied in both surfaces, and then wait until it is almost dry, and then join the surfaces and use some clamps
of course previous derusting is needed, remove rust and use some rustconverter prior to gluing
it eventually lasts forever, main uses are shoes, upholstery, rubber,...and so on
there is an special version for high temperatures for use in the engine compartment, as when gluing heat insulation or sound deadening mats
another tip, when i glue those parts, in the areas prone to starting the de-lamination if they are not seen (like the bottom of the glove-box) i attach some rivets using big washers to spread the force
