California doesn't want that car imported into the state. They are very open and firm not to do it.

You did tell them that your mom died and left the car to you?
You did get a VIN verification?
You did tell them the title was lost?

Or are you going to register in Montana?

A DMV VIN verification with get referred to the CHP because of the missing federalization label. The CHP would have to mark it as "missing" with an explanation of why. So the question is, do you know anyone at the CHP?

Before you punt, it might be worth consulting one of the small, friendly DMV registration services. For a small fee they will send someone to your home to verify the VIN and will be able to answer questions about missing titles and lack of CARB stickers. Don is on the right track.
