I think it's cool. It is so outlandish that I wonder if it's a cab. That would make sense to me. It reminds me of a Bangladeshi style rickshaw, or a fanciful Indian passenger bus.

You can't blame the owner entirely. I'm pretty sure that Enoz05 sold him those four sets of fog lights.
