Electric window stuck down--manually lift it?

Passenger side window is stuck down. Think I might have shut the door too hard. I popped of the cap that would cover the manual window crank, exposing the white plastic ribbed collar. I tried to turn this thing to lift the window, but having trouble. Is it really possible to lift the window by turning this thing? The manual describes a "rack" in the tool kit that can be used to raise the window, but I have no idea which tool they are talking about (lost in translation?). Thanks for any help.

Does the white plastic ribbed collar move at all when you press the switch?
If it does, then assist it with your thumb or a screwdriver, and you are likely to see it take off by itself. (Just check for the correct direction...).
If it doesn´t move at all when pressing the button, there is an electric issue.
You should be able to get the window up by turning the collar. It is hard and slow work.
 
It worked just as you said. Hit the switch and turn the ribbed collar at the same time. Now I have to adjust the door so it closes a bit better and I don't have to slam it. (my car is a bit of a Flexible Flyer--the name of an old brand of steerable wooden sled in the USA).
