There is a small plastic funnel ( which I have) that fits into a hole and is used to vent the filler neck in a Euro car below the bumper. Is this the hole in the center of my image....which was covered during a repair?

Yep, your pic is correct. Here it is in a fresh walloth panel. It goes through the floor panel. Mind you, the bumper reinforcement is not yet mounted in the first pic.

Thanks. Sadly I have repair there but on the spare tire side, someone was nice enough to drill some holes so will run it there.

There's a long wiggly plastic line which connects the nipple on the filler neck to the small plastic funnel

I have some small braided fuel line which may not hold up but neither does that plastic which as you know, cracks easily with age (like all of us!).
