Front Bumper Anatomy, Where Does This Go?

I removed my bumpers 3 years ago so I am unclear where this washer (which was not found at the bottom of the ocean) goes, though it was in my bag of front bumper mount parts. I have two of them. I looked at W&N complete front bumper kit and it is not there. Clearly takes a carriage bolt but .....Any ideas?

Should be two per side, I think...they are the pair of domed-top bolts' lock washer that hold the left, and right to the center piece seen below..Nut, washer, then the one in your hand...dome top comes thru from the exposed/seen side...seen at bott left in pic...Just took it apart couple of days ago, and shot this to put in my memory bank..

The bumper uses three carriage bolts per size with a typical square shoulder. That confirms that the spacer would be closest to the shoulder so first in line as Dave mentioned. Honestly I’m surprised that the shoulder is long enough to require a square hole in the washer.
 
Yes, that is why I was perplexed. The shoulder is not deep enough to catch the square or the washer. Hence W&N not having any in their kit. I Do have 4 similar in size plain washers which I assume go for the mounting of the bumper to the frame rails. The entire system really is for cosmetics only. Not robust at all.
