They are used to provide a second combustion chamber (together with an air pump) for the exhaust mixture leaving the head. It was an ingenious invention for the purpose of warping heads as quickly as possible.

Wait, maybe that’s not right. Maybe they were intended to ignite and combust any remaining unburned hydrocarbons in the exhaust (such as during a cold start). Modern cars still
Use an air pump but the HC’s aren’t burned but rather catalyzed in the exhaust system.
