head bolts not torquing!

Butt there are two locating dowels in the block to secure the position prior to torquing down the head? Are these not enough seen as its just two points?

two points define absolutely a 2-D position
i will say more, it is almost impossible to involve a third point (depending how tight are the tolerances)
