This part is in the hood section but I never saw it on my car so can some one tell me where it goes please?

Wow, never would have figured that one out. So another for the other side as well?
What does it do? Keep water out?

I have these seals but only install them for long road trips to keep water out of the fender tops. Normal driving I leave them out to keep air moving through there.
