Short answer...funny truth.

Could be intermittent horn contact pin assembly, it is the weakest part of the circuit.

Relay locations vary, but only the horn relay should click when the horn button is pressed. You may need a helper.
(If it is the horn itself clicking instead of honking then that's where problem is). Swap relays and retest.

I JUST LOVE THIS FORUM! Got my car back after a year at the painter and the horn did not work. Cleaned the relay and it works. I NEED MY HORN! In the bay area you will miss many stop lights without it. Yesterday on my way home I had to sit while the car in front of me had a face buried in phone. No horn! I missed the light but driver ahead "woke up" just in time for them to make the light before it turned red again

Most likely to be relay or the +12V connection to the relay base. You can check your fuse but you will find it probably shares other functions. The car has dual horns that create a harmonic honk. So it is unlikely both failed together unless one was always dead and you didn't notice you were down to one. By the way some horns have a tuning screw on them if they are not performing properly.

Nobody uses the horn in NorCal, I love it.
Anyway, can you blame the painter? Perhaps he painted the diaphragms?

I have a pair of dual tone air horns if you want.
On our ex-1933 Packard Twelve Convertible Coupe Roadster we had musical air horns with 3 push buttons. One played "Boys & Girls Together" or Baah, bee, boo, Baah or al 4 notes at once there was also the main dual tone bheeeph.
