Neither of the horns on my car are working. I've taken them off the car and applied power, the result is a buzzing sound. I've taken a horn apart, the diaphragm looks good and the components underneath look fine. Should a douse the mechanicals with WD 40?

No! WD 40 is a preservative, not a lubricant and certainly not a contact cleaner. I don't know how to fix your horns, but strongly doubt that WD 40 will help. Perhaps remove any oxide from the contacts with find sandpaper. Maybe just get replacement horns from a wrecking yard.

Horns usually last forever - they don't get that much use (except in New York City and Mumbai). It seems odd that both of yours have died.

Mine did the same thing. Barely buzzed. I took them apart and everything looked OK. Cleaned them, futzed with the contacts. No improvement. Ordered a new set of Hella horns on Amazon for $26. For that price don't waste too much time trying to revive the originals.
 
When I first got my coupe the horn sounded like the bleating of a dying cow.
After a while I thought it was funny so I kept tooting then out of nowhere, both horns started working again. I almost bought new horns.
 
Pondering the flow chart

I'm thinking that is more than a general purpose flow chart. Pretty sure I saw that on the wall in my doctor's office.
