Idler Arm Bushing Binding

I've installed a new idler arm bushing, and when I torque the through bolt to the subframe to the 65 lb ft that I'm finding in my service manual, it binds the steering; it will stick off center in what ever direction you last turned. It will even bind, although a bit less, if I torque to 30 lb ft. It has no binding if I just leave it snug, probably 10 lb ft. Steering effort does not change much (if any) between the different torque values, it just has the memory of the last turn near the center position. Any ideas on what might be causing this?

All other steering and front suspension components have also been replaced.

Thanks,

Tom
