Ignition/fuel pump wiring

Got a couple of things to sort out. I have removed all the fuel injection system from the car in favour of triple webers with the 3.5 and 5 speed. I have 2 questions one relating to the fuel pump and one for the ignition

I have a wiring diagram that shows a black/red wire that goes from a pin on the starter and runs to the coil.
When the ignition is on i assume i should I get a 12v, is that correct as there is noting when I test on the pin on the starter

Is there a wire to feed the fuel pump as I can't find anything. Would it have been fed from the v ecu hence it no longer there. Nothing is shown for the fuel pump on my wiring diagram.
Any help would be much appreciated

You have it backwards?

The black red wire gets it’s 12 V from the starter when you are cranking the engine
 
What's the purpose of it connecting to the coil
It provides full 12v to the circuit when cranking, then when the key is released to the run position the coil gets reduced voltage from the ballast resistor. For an electric fuel pump, wire it through a Revolution controller:
