There is continuity indicating the bulb is good and 12V power to the connector, but no illumination. By chance, has something broken from the bulb holder that provides the ground?

Looks like a missing wire. A bulb needs some sort of return to ground. Try touching the unconnected part to ground
Brass strip on side of bulb holder is ground
If the bulb is good, the hanging thre with the one wire attached, you should see 12v on both sides of the bulb. Ground the side with no wire and the bulb should light up
