Is this an e9 light element?

Got this in a stash of parts, but I cannot recognize it as e9 equipment.

Text on it is 'Securon' and 'made in England ' and on the back.

Anyone has a suggestion? Possibly aux fog light?

Securon makes many different aftermarket bits, that's probably a side marker as used on trailers or trucks. Definitely not for E9.
