Is this how they were new? - 380mm Petri

I hope everyone is doing well so far.

Recently I came along this Petri steering wheel and having had a closer look at it, I found the foam and the (fake) stitching on the rim very distinct.
Is this how they were new?

Renni--Another 38mm Petri wheel was on EBay in the USA and had no bidders. That wheel had the front black ring, the hub & cover, and the BMW horn button. Was this the wheel? Do you have the rest of the parts to make it a complete wheel? Just curious as I'm searching for all of the parts to complete the wheel I now have.

Hi, I got this from a guy here in Germany.
I have another one that is complete but this one only comes with the hub cover.
