both my fenders do not have the front cutout

How correct for your car and it's original spec do you want to be? If it was a US car you have the choice of not doing them at all. The rest of the world didn't have them. I think the car looks better without them (hint hint). . Plus you can always add later but you cut take them out again.

Simple question, trying to use early fenders for a late car (74). Very normal, use old metal for a new car so you get more rust and more fatigued metal.
Front markers are about light that blinks when you turn, but they aren't lighted so they do not blink, but the driver hears the click and does not know that there are no lights. Clever ah? Other cars see no light and think the driver did not put the signal, they assume driver is an ass and stay back, pretty clever ah? Nobody wants to cut a whole hole in an old fender, that is sacrilege. Patching holes is a virtue so the body shop should plug in all holes until proven that they are needed. Use crazy glue or velcro to mount stuff to the body. Here is a link to the side marker picture. I do not have a picture of the other side, bummer.
