mounting the retractable seat belt "b" pillar hook

Has anyone actually mounted/replaced the OEM plastic "hook" that features on the later model cars with the retractable 3 point seat belts.. I have seen underneath the timber trim a metal plate approx 1" wide ( at the "B" pillar) with a hole in it presumably to mount the hook .. does it require a threaded stud to be welded into this plate or is it possible to simply use a countersunk bolt and then will the threaded hook be enough to get the whole thing tight ? Hope I have explained this adequately to allow someone who has done this to give me the benefit of their experience:

Maybe a picture of the area would help. Not sure what you mean "at the "B" pillar." You mean where the "B" pillar would be?
