Found this in crate with engine block so assume it goes somewhere ?

Never seen one and it doesn’t look like German engineering.

maybe you connect it to the engine somewhere to assist the engine hoist???

That is the shackle that would do that.

Could be homemade to pick up the block with one bolt.
