Mystery switch (Horn)

So I've spent many hours trying to resurrect my horn this weekend. While tracing the wiring under the dash, I came across a mystery switch (never knew why it was there from the day I bought it). Lo and behold, it seems to be an interrupter switch from the horn button onward to the horn relay.

The question is: why? Why install such an after-market item?

Oh, and if anyone knows where I can get a hold of a non-warped under-dash cover, I would appreciate it.

I removed the primary relay (my car seems to have two sets of horns - pump and a pair of Bosch trumpets). I was driving through my neighborhood and the horn started randomly turning on - from turning and or braking, but not the button. The "mystery switch" had no effect. I had to pull the fuse to shut the things up to get the car home in peace.
 
Regarding the warped under dash panel, they all do that. Some have had success re-glueing the vinyl to the metal, the foam is the weak point of the panel.
 
so have you checked the carbon pin and horn ring at the base of your steering wheel. when that thing cracks you lose a good connection and it causes the horn to start going off randomly
 
One of the first things I did for my car was to replace the carbon pin. Mine was in bad shape. I did that even before I got the engine running.
 
Is the car Italian market originally? I have been saying for years that cars in Italy should have no horn butons, or italian drivers should have no fingers to push the horn button...

I mean it in a nice way, I love Italy.
