New member can't post-----admin help please

A friend of mine finally was able to register,but he cannot make any posts.
He's not appearing on the member list either.
Any idea what to do ?

I checked in the list of members and didn't find it.

He's active now. We activate accounts manually to keep the spam accounts down so new members need to send an email to the webmaster after registering.
