Odd Horn Issue - Anyone Had This?

Had the car out today and suddenly the horn would honk if the steering wheel was turned more than 30-45 degrees.

I took off the wheel, cleaned the contacts (on the wheel and the spring-type contact). Replaced wheel and the issue is still there.

check the wire that goes through the steering wheel hub, to see if the insulation is cracked and grounding out - causing the horn to blow.

So I removed the entire steering wheel and then separated the stem to get a better look at the wire. Wire seems to be okay.

Next, I removed the brass contact ring and found quite a bit of fouling between the ring and the stem.

Question: what substance was originally used to insulate the brass ring from the stem? Whatever it was, it seems to have turned to dust.

It was plastic. That ring doesn't look original so I'm guessing it wasn't plastic. You can use 3M double stick foam tape. A trick a steering wheel expert taught me. That may have been what you had (foam) considering it is dust now.
 
You can clean up the ring with phosphoric acid -- I use naval jelly -- just wipe it on with a q-tip and let is sit for a few minutes, then remove with a paper towel. Be careful not to get it on your skin; nasty stuff.
