My 73 Euro CS shelf was trashed, looks like plywood and black vinyl. Was there any padding between the wood and vinyl? Also, multiple small holes in the wood so I assume it was held in place with the usual plastic clips?

Yes and yes. There was a very thin layer of yellow foam padding.
There is a padding in between the vinyl and the wood. I used a wool felt material. My parcel shelf was held in place by a series of screws around the perimeter of the massive speaker holes previously cut out. I did not use clips when installing my new shelf, but my seat belts/harnesses are bolted through the shelf and I also have two screws through the shelf holding my center brake light.

Wool felt is a great idea; should keep it's "loft", but UV will not eat/petrifiy like the foam will.
if you have speaker cutouts, the wool felt will also be a better sound insulator than thin foam.
