Parking brake cable question

I have new cables to install and have a problem with the cable stuck
in a metal tube that comes from where the brake handle is mounted and runs aft along the tunnel towards each side (LR) and the cable is inside and does not want to come out.
Are these metal tubes attached to the tunnel with bolts or studs with nuts on them? Can you access the nuts inside the car under the carpet?

I have been squirting PB Blaster in the tube where it comes through the body under the emergency brake handle.

Any help would be appreciated.

I just did this, the tubes should stay where they are, remove the cable nuts up by the brake handle, then there is a little plastic fitting that fits into the end of each of the tubes under the car, these need to come out with the cable and if stuck in tight will prevent the cables from coming out. Then they will just come right out.
 
+what steve said, if you get under the car and pull the cable all the way out until it gets stuck on that "press fitting" that goes into the back of the tube you can put a pair of vice grips on the cable-since you're replacing it- and tap it with a hammer. That should pull the insert out along with the cable. Check with steve on the installation though- I did not replace mine I just needed them out when I took the rear end out.

This is what I wanted to do but thought I better ask first.
 
Installation of the cables was easy, however the new parking brake shoes I put in are scraping against the inner disk despite being set all the way loose. Sound goes away when I lift up on the handle a little. If it doesnt go away in time I will pull the discs and have a look.
