Sometimes when I need to move the typing cursor back through my text, the vertical black flashing cursor becomes ghosted and interferes with corrections. How do I stop this annoying "feature"?

What device is this on? If it is on a PC or Mac, you can use your arrow keys to move around. It has become pretty difficult in IOS to make text selections. A recent solution to a problem that didn’t exist (IMO).
Microsoft on a PC.
I use the back and forward arrow keys to move the cursor to say insert a comma or make a correction. Sometimes even the up and down keys! Okay so now it's not doing it, I have the normal cursor that I can move back and forth at will without it going ghost. Hmm?
