I'm going to restore my Purolator, but I need to know the full text ...

Wartungshinweis.
Bei Filterwechsel ????glocke max mit 3kgm (Newtonmeter/Drehmoment?) anziehen.
Motor starten. Auf Dichtheit prüfen.
Bei Undichtigkeiten Dichtungen wechseln.

Should mean:
When changing the filter tighten the bell max with 3kgm (Newtonmeter / torque?)
Start the engine. Check for leaks. Replace seals if there are leaks.
