Looks like an early headlight switch to me. I have no idea what year/make/model, but most (at least US) cars in the 50's-70's cars used a headlight switch like this. All in off. First detent parking lights. 2nd detent headlights. The knob would generally rotate which turned a variable resistor to dim the dash lights.
BMW 1600 1602 2002 (1966-1971) OEM Blower Fan & Knob. (Fits models from1966 to 1971). Established in 1988, Autobahn is San Diego's premier BMW and Porsche dismantler. Our 10,000+ square foot facility contains a diverse mix of parts from the 70's all the way to the 2000's.
Mine is such that the switch, when would up to the full bright position for the dashboard lights, resembles a shower head spouting water downwards. Very appropriate given how much water my car lets in.
