Rear Euro Bumper Question

I am missing the left side lower vertical bumper rubber. I bought the part ($$$), but now I am scratching my head as to how to mount it.

Does the entire bumper need to come off? Makes me wonder how the original disappeared (during the previous owner's use)

There are two bolts in vertical rubber, need to screw them. Yes, bumber need to come off.

Thank you. I was able to get the vertical chrome off (screw bolt into horizontal chrome and machine bolt coming in from bodywork). I wasn't able to put it back the same way (skipped the screw bolt), but it does the job until I have a reason to remove the entire bumper.
