Removing the upper Steering cover

Is it hard to remove the cast ALuminum upper steering column cover? I'd like to refinish mine as the paint is worn away in spots.

The column cover is bolted to the horizontal dash support shelf via 4 bolts. After the bottom cover is removed, they can be easily seen. In order to completely remove cover, the upper steering spindle will need to be decoupled from the upper steering column U-joint.
