I have an E9 A/C faceplate which has been HACKED out presumably to fit a more modern unit... I also have an unmolested e3 A/C faceplate... Question.. is it possible to weld/bond the cast metal of these faceplates ? If so I will cut the e3 plate and attempt to repair /replace the standard configuration so as to be able to fit a period correct radio

Warning, quicksand ahead

Rather than take apart the E3 plate to try and fix the E9 version, I'd have a shop with an experienced aluminum welder put in new aluminum plate that you can cut to the dimensions you need.
You should be able to grind the welds smooth, and any imperfections that remain can be filled with bondo before you paint. This won't be cheap.

You could use something like JB Weld to bond a replacement panel to the existing E9 radio panel. I'd take a file and/or grinder and make the hole as regular as possible and make the new panel a close a fit as possible. Then you can finish up the minor imperfections with bondo.
This should be strong enough to hold a radio and should it fail down the road, no danger will result.

obviously a price of last resort. it had better be perfect for that price. you can occasionally find them for 350 to 400. i sold one from the decatur parts stash for much lower than that to a forum member in need - money wasn't my motivating factor as i'm not in the business.

i have a perfect uncut one, but it is NOT for sale ...
