Rubber and plate front shock absorbers

Hi Everyone,

When I dismantled the front shock absorbers of my car, part number 13 and 14 were not installed.
Do you recommend to install them during restoration or not? What are they used for?

Is it possible that they only were installed until a certain year or has it been removed by a previous owner?

I believe 14 will be the bump stop which is there to stop further travel of the shock absorber. It defines the limit of travel. 13 will be the cap to distribute the load for the bump stop.
 
If you have Bilstein inserts, they have a built in bump stop, parts 13 & 14 are not required.
