I know that the blue license plates in CA are older ones no longer made, but can the plate be transferred to a new owner? I am not from CA but see cars advertised like this. Is there a secondary market for blue plates? Somewhere in Asia (?China) certain numbers bring big $$$.

I have Blue plates. Before Blue they were Black / yellow.The plates stay with the car, DMV did not take them.
