I don't know about "feel" but standard 2002's will lock 'em up just fine and in the fifteen or so I've owned, brake feel was always sufficient. I'd suggest that perhaps "feel" is more about whose pads you use, and how.
If you want "bigger brakes" you can install 320i rear drums, or use a disc brake conversion kit offered by various, including Ireland (no affiliation, IMHO his installation instructions leave much to be desired). Helped a pal install Ireland's disc conversion on rears once, went pretty well, note you have to remove the 36mm nut and it's torqued to 217 ft-lbs. Half-inch breaker bar and cheater required, I've broken my breaker bar on that one but i only use "You only buy them once" Craftsman tools there.
Edit: and my CS has always been able to lock 'em up. Note, I once had a '69 2500 sedan with the most sublime, sensitive, easily modulated brakes EVER. All I recall about it was a large diameter servo, but that it was thinner than on the CS or wife's Bavaria. Perhaps a dive into the fiche would prove useful, but I'm not going there myself.
