The idea was if one of the two tires blows you can still drive on the one good one, it supposedly had better cornering grip due to the extra sidewalls and lastly it didn't hydroplane due to the 1/4" gap in between the tires. I think it was in the late 80's they were introduced.
I definitely remember those from an issue of European Car in the mid '80's, (might still have been VW and Porsche magazine at that time.) I think they were pictured on an S class Mercedes.
