What to do about this?

Read the small print. Looks like you paid $1,000. Sean. And the seller seemed to be as transparent as the missing floors. I am sure some other much more knowledgable names on this board will chime in. Looks to me you can get your money back and more in parts. I would talk to lots of knowing people before starting a restoration. Sadly, some of our coupes can't be saved.

Correction, seller says nothing about the floors AWOL or present. But he does use the word "masochists." Something any e9 owner knows about. But to say that to a potential buyer is quite telling.

The car is listed for $1M so I can’t presume that he paid $1K.

SURELY you can get a better start elsewhere. That this heap will ever be worth more than the cost to have someone else fix it is nigh impossible. It's another validation of the old advice to buy the best car you can afford, right up front. Like buying the best first house.
 
you need some WD50, WD40 just won't do it, FYI WD = water displacement and 40 was the 40th formula tried, made from fish bits, developed for the British armed forces.
