Shouldn't there be a window switch filling that hole? If some CSLs had plugs, I stand corrected.

That is where the rear window switches go.

Ah that explains it. This car has a " CSL" style plexiglass rear window that does not open. It was not done in a very cosmetically appealing fashion by the previous owner.
