You are right, in a frequently used car, there is already enough amount of fuel in the carburetors.
If you don't drive your car frequently, the fuel vaporizing and aging.
W/o ther primer pump, you habe to refill the barrel in the carb by cranking longer.

- revs drop themselves:
that is very unsual, it never happens to me; if i start from cold following the procedure, it is first to kickdown the accel pedal; then start engine with the key, it goes up to 1700 rpms
if i leave it, it will stay for 3 minutes then it starts to go up to higher revs, so then i kick the accel a second time, and, it drops until 950 rpms
when i do not want it to be so much time at high revs, inmediately after start i give a second kick which drops the revs and engine stumbles a bit until it warms up

about fuel in the carburetor reservoirs; i have found to have fuel in the carbs even after 4 weeks without starting the car, same way, one kick and immediate start;
once i left the car 6 weeks, then yes, i had to crank it to get fuel coming from the back deposit
