I know it's ugly, but can someone tell me what is missing? The car does not have fog lights, although that's not to say it never has. There is a wired switch box behind the middle left hole.

I would patch the two lower holes on the left-hand side place a faux plug at the top on the right and wire a fog switch as a kill switch on the left top.

@sfdom, Is my interpretation correct? There is a full suite of wiring on the back of the switch without a knob in the middle left position. I am assuming this was for front fog lights at some point.

The three big holes on the kick panel can be used for defrost, driving, and fog lights.

The two smaller holes on the left were never original

Yes, it's obviously ugly. Amazing what some people will do. I may look for a new knee panel.

If you are ever planning to do the heater divert as written up by Rob Seigel somewhere here on this site, the knob for switching between "divert" and "open" is a standard size, so could be used for one of the holes. But I agree with Don's suggestion above, make them into something usable - kill switch, fog lights, etc.
