'73 CS Knee Pad Controls

I know it's ugly, but can someone tell me what is missing? The car does not have fog lights, although that's not to say it never has. There is a wired switch box behind the middle left hole.

Tough question. The left middle and bottom holes are previous owner inventions. Could be anything.
Anti theft 12v cut-off?
