Found the mystery Phillips head screw holding it together buried behind the middle clip in the recessed area. I've got the cover off now.

The lower half of the box is connected to a steel frame below it by four bolts. Look along the lower back edge of the box. It will also need to be lifted straight up an inch to get it free from the drain hole grommet.

Many thanks for the tip! You saved me a bunch of expletives that I can use somewhere else. Between having the gauges out and soon the evaporator, there's not much remaining under the dash. Gauges arrive from North Hollywood Speedometer on Friday. Hopefully all the new A/C parts will be right behind that.
