I assume you asked BMW already and it's not availalable ( anymore) ?
Google 'Rivkle Elastic' from the company Bollhoff. It's a brass female thread encapsulated in rubber that might just fit snugly in place....
Also the company Ejot supplies plastic plugs that offer same functionality.
Trick is to find one that has correct size to lock in depth, and prevent rotation around the axis of the screw.
The functional thing is, that when screwed in our out, the angle of the screw versus the headlight frame changes a bit. So ideally the part should allow this freedom.
Or use on of those hollow wall nuts, that expand when placed under tension. Think they could be mounted so that they stay in place & allow the bolt to go through it.
Budget solution (dare I say it?) ; won't a simple (oversized) plug not do the trick?
