I see the “RDW”. That stand for RDW the Netherlands Vehicle Authority in the mobility chain.Chris could these parts above the fenders have been replaced with a newer model part that includes the hole, or is that not available?

Not sure what is kosher in the Netherlands but VIN swapping a car most everywhere else is a major no-no. It can lead to all manner of problems with the ultimate being a repossession (in the US). You can do what you want but if you do buy it I would seriously devalue a VIN swapped vehicle. If for nothing else, trying to sell it down the road may be extremely frustrating and potentially costly.
Reading through the thread this car sounds like what I would call a "story" car. It has some strange story why this is this and that is that. I don't necessarily dislike story cars if the story involves old-lady's driving it on sunny Sundays to Church and parked for 30 years afterwards but the car you are looking at doesn't appear to be that kind of story. Lots of part swaps, a possible VIN swap, maybe an engine swap.... To many things point to future trouble. My 2 cents...
