What about importing to California from Canada? I know some states have rules that aren't as strict.US residents have the misconception that importing a vintage car from Canada is tough and expensive. Even though that is wrong, t scares off a lot of buyers. If I lived in Canada and was selling a collector car I'd give serious thought to making the import process painless (and free) for the buyer.
