It looks like official regulations in EU are not making the life of classic cars owner easier.
From basics they are to avoid frauds but still lack of care of technical history (which automotive industry is a part of) hitting the userr of young and oldtimers.
Time for car registration is also 30 days in Poland.
Basically the paragraph is about to "inform local department" about the transction (selling, purchasing).
In the reality Registration Office's requiring:
1. Third party liability insurance
2. Technical Check pass
Buying a car which is not fulfilling technical requirements (technical check pass is not valid anymore) or which was not registered before in Poland makes registration impossible.
Of course there is a penalty (not fixed but growing over time) for lack of on-time registration.
